Key Immigration Updates – July 2025

On July 28, 2025, Immigration, Refugees, and Citizenship Canada (IRCC) opened the 2025 PGP intake and is now sending 17,860 invitations to apply for permanent residency (PR) to sponsors who submitted interest forms in 2020.

Invitations are being sent over two weeks, and applicants must act promptly to secure their spots for family reunification, as only 10,000 complete applications will be accepted on a first-come, first-served basis.

Effective July 29, 2025, IRCC increased the minimum income requirement for the Super Visa program by nearly 4%.

This program allows parents and grandparents to stay in Canada for up to five years per visit.

Applicants need to meet updated financial thresholds based on family size and provide robust proof of funds.

July 2025 featured multiple Express Entry draws targeting specific groups:

  • July 7: 356 Provincial Nominee Program (PNP) candidates invited with a minimum Comprehensive Ranking System (CRS) score of 750. Full details here.

  • July 10: 3,000 Canadian Experience Class (CEC) candidates invited with a CRS score of 518, the lowest since September 2024. Full details here.

  • July 21: 202 PR invitations sent in a PNP draw with a CRS cutoff score of 788. Full details here.

  • July 23: 4,000 healthcare and social service workers invited, with the CRS cutoff dropping below 500 to address labour shortages. Full details here.

Also, IRCC has increased the proof of funds requirements for Express Entry candidates, effective July 28, 2025.

IRCC reported on July 23, 2025, that the application inventory stood at 2,189,500, with 842,800 applications (38.5%) exceeding service standards.

Temporary residency backlogs decreased slightly (from 414,500 in February to 379,600 in July), but permanent residency and citizenship applications face growing delays.

Processing times include 10 months for citizenship grants, 48 days for new PR cards, 20 days for PR card renewals, and 10–48 months for spousal sponsorships.

On July 4, 2025, IRCC updated PGWP-eligible fields, adding 119 programs in healthcare, social services, education, and trades, while removing 178 fields not aligned with labour shortages.

However, the removal of a field does not affect the eligibility of students who applied for study permits prior to June 25, 2025.

The RCIP in North Okanagan-Shuswap cancelled its second scheduled July intake for PR due to logistical challenges, impacting applicants aiming for rural labour shortage pathways.

It is an important RCIP update since more rural communities might follow this given the high demand and limited quota for rural immigration.

July 2025 highlighted Canada’s focus on targeted immigration pathways, backlog reduction, and family reunification.
